The legal, economic and social impacts of the 1989-1990 transition in Hungary influenced significantly the area of domestic document security as well. The social and economic changes justified the review of the Hungarian documents' security level. As private properties started to grow very quickly, the forgeries committed to make profit started to grow significantly because security standards of the most important documents were at a low level.
With the cooperation of the responsible bodies including the police, the border guards, the Hungarian Customs and Finance Guard (VPOP) and the National Security Special Service, an intensive work started to change the effective rules.


The fact that the number of registered crimes multiplied and the number of document forgeries increased, required determinate and quick measures.
